The overall objective of the evaluation exercise was to review the process of implementation of the project, and assess the extent to which the project was able to achieve the targeted objectives and outputs and realise the ‘anticipated’ outcomes.

The evaluator arrived at certain key recommendations as well as suggestions for donor, CUTS and partners, for sustaining the momentum of reform and improvement regarding competition policy and law issues in the countries/region.

DMI provided 1 senior expert .The process to be adopted by the evaluators included the following actions: • Assessment of the project proposal for proper comprehension of the project objectives, activities, outputs and outcomes. • Review of project documents pertaining to various project activities (research, advocacy/dialogues and training/capacity building), • Analysis of reports (narrative reports and financial reports) submitted to the donors (DFID, IDRC and MoFA, Sweden), • Review of other relevant materials such as articles, newsletters, news clippings, event reports, etc. (and other relevant materials as contained in the 7Up4 webpage), • Drafting a detailed methodology to conduct the evaluation exercise, • Formulation of measurable indicators to assess the outcomes and impacts of the project, • Finalisation of the methodology for project evaluation in consultation with CUTS, • Travel to select project territories to collect information and undertake interviews with targeted stakeholders, as suggested by the team. • Conduct telephone meetings/interviews with (i) partners and select stakeholders in the project countries not visited and (ii) donors, to collect further information, • Meeting and discussion with members of the project management team at CUTS, • Debriefing of main findings and recommendations with project team at CUTS.
