Even though the Government has set a number of mechanisms for improving the situation of the minorities in the country, there is constant and evident need for strengthening the stakeholders' capacity for better implementation, enforcement and monitoring of the relevant legislation and strategies.

The responsible institutions are undergoing constant development and improvement, which still needs continued support that will enable sustainable and effective performance. Having in mind the number and variety of institutions, the institutional coordination and cooperation and the cooperation and coordination of all involved stakeholders on vertical and horizontal level remains a very important challenge that needs additional attention.

In this line, further enhancement and strengthening of the mechanisms for cooperation and coordination of the state bodies responsible for improvement of the situation of non-majority communities is needed and it will be in focus of this assignment.

- Review and analyze the existing documentation (strategic documents, legislation, reports) and the institutional framework; - Analyse recent, ongoing and future programmes in the area of combating discrimination and implementation of policies in favor of non-majority communities in the country; - Organise meetings and interviews with the project beneficiaries and other relevant stakeholders and relevant donors in order to understand, establish needs/expectations and identify project activities. The meetings/interviews will include, but will not be limited to, the following institutions/bodies: the Ministry of Labour and Social Policy, the Secretariat for Implementation of the Ohrid Framework Agreement, Cabinet of the Minister without Portfolio - the National Coordinator of the Decade of Roma Inclusion and Roma Strategy, Agency for Exercising the Rights of Communities, Commission for Protection against Discrimination, Ombudsman, Delegation of European Union (EUD) and other relevant stakeholders at national and/or local level; - Prepare Tender Dossier (TD) including ToR for the Service Contract “Support to institutions in implementation of policies relevant to non-majority communities”; - Prepare an indicative budget breakdown for the planned Service contract; - Present the draft ToR and TD to the beneficiaries, the EUD and the Contracting Authority; - Revise and finalize the ToR and TD in line with comments received from the project beneficiaries, the EUD and the Contracting Authority
