Administrateur comptable maîtrisant parfaitement les procédures de la Commission Européenne, notamment celles de passation des marchés. Il sera également chargé des aspects administratifs du projet. Il sera chargé :

-   d'assurer le suivi administratif, comptable et financier du projet dans le respect des procédures européennes,
-   d'appuyer les bénéficiaires dans la passation des marchés qui les concernent,
-   d'assurer la gestion courante relative au fonctionnement de l^'UAP, (application et respect des procédures en matière de passation de marchés publics),
-   d'assurer le suivi administratif de la formation professionnelle et des voyages d'études et des stages de formation.

Qualifications:

Il possédera:
-   un diplôme universitaire en gestion, finance, comptabilité ou domaines similaires (bac + 4)
-   une connaissance approfondie des procédures de la Commission européenne, en particulier en ce qui concerne les passations de marchés
-   une bonne maîtrise des logiciels de comptabilité et de gestion de projets
-   une bonne maîtrise de la langue française écrite et orale

Expérience professionnelle générale

Il disposera d'une expérience professionnelle d'au moins 10 ans relative à :
-  La gestion d'une structure équivalente à celle de L'U.A.P,
-  La mise en place d'outils de suivi comptable, financier et administratif,
-  L'élaboration des dossiers d'appels d^'offres et de passation de marchés publics.

Expérience professionnelle spécifique
-  Au moins 5 ans en rapport direct avec la gestion administrative et financière d'une petite structure autonome,
-  Une solide expérience de la mise en place d'outils de suivi comptable, financier et administratif d'activités,
-  Une expérience spécifique d'au moins trois ans dans la mise en œuvre des programmes de coopération de la Commission européenne.

Au minimum licence en sciences politiques ou équivalent,10 ans d'expérience en réforme de l'administration publique ou gouvernance administrative dont 2 ans dans des pays similaires; 2 ans d'expérience en rapprochement / harmonisation législatif et règlementaire aux acquis communautaires, expérience de rédaction de manuels de procédures en gestion publique et d'animation de sessions de formation dans ce domaine; connaissance de l'arabe considéré comme avantage

Au minimum licence en sciences économiques ou similaire, 10 ans d'expérience en gestion comptable et financière dont au moins 2 ans dans des pays similaires; maîtrise des procédures de mise en oeuvre des instruments de coopération de l'UE, maîtrise des logiciels comptables

• A Master’s Degree (MA) in an environment-related area or equivalent.

• Minimum 3, but preferably at least 5 years of experience in the field of environment in Europe and/or developing countries. Experience with small islands and OCTs would be of advantage.

• Experience and knowledge of EU biodiversity policies and tools (ex: Natura2000), EU framework on climate change (policies and financial mechanisms), and other EU and worldwide initiatives on environment protection/sustainable development ; experience in monitoring political and technical developments in these fields; experience with coordination of complex technical assistance programmes (planning of inputs, preparation of TORs, reporting, etc); experience with European-funded programmes, in particular with applications for project funding (consortium building, project definition, coordination of application process) is highly desirable; experience with European Development Fund (EDF) procedures would be an advantage; familiarity with the environmental policy context in ACP/OCT regions would be an asset.

• At least a Master’s Degree in Economics, Law, or related field; good managerial, communication and inter-personal skills, qualities of dialogue and of negotiation; excellent coordination skills: team working, proactivity, mobilisation capacities.

• At least 10 years of experience in the field of trade and development cooperation in developing countries. Experience with small islands and/or OCTs would be of advantage.

• At least 10 years of experience in the field of trade policy analysis, regional integration including regional trade agreements, and trade-related assistance; specific knowledge of economic challenges in OCTs and their regions is highly desirable; experience with coordination of complex technical assistance programmes (planning of inputs, preparation of TORs, reporting, etc); knowledge of European Development Fund (EDF) rules and procedures.

Master's degree in law or social sciences, or equivalent. Knowledge of Filipino would be an added advantage; organisational, communication, mobilisation and change management skills; and ability to develop solid partnerships with high level officials in order to achieve project results.

10 years professional experience, with at least 6 years experience in external cooperation in at least 2 developing countries,  and 5 years experience in project management and implementation.

3 years experience of working in external cooperation programmes in fields related to criminal justice such as criminal investigation, prosecution, and adjudication of criminal cases. Experience in criminal cases related to human rights violations involving agents of state authorities; knowledge of the Philippines justice system would be an added advantage, experience in managing EU-funded projects and knowledge of EU procedures would be an added advantage.

Master's degree in public administration, development studies, or management information systems, or equivalent. Knowledge of Filipino would be an added advantage; organisational, communication, mobilisation and change management skills.

10 years professional experience, with at least 6 years experience in external cooperation in at least 2 developing countries, and 5 years experience in project management and implementation.

3 years experience in institutional development interventions and in designing, implementing and assessing monitoring and evaluation systems in the justice

sector; experience in project cycle management; knowledge of the Philippines justice system would be an added advantage; as well as experience in managing EU-funded projects and knowledge of EU procedures would be an added advantage.

Master’s degree in law or equivalent; a combined degree in development studies would be an added advantage; knowledge of Filipino would be an added advantage; ability to develop solid partnerships with high level officials in order to achieve project results;

15 years professional experience, with 10 years experience in external cooperation in at least 3 developing countries, particularly in the Asian region, experience in the management of an international team of experts of different technical backgrounds, and at least 5 years experience in a general managerial position.

 5 years of work experience in implementation of justice and security sector reform cooperation programmes, in identification, formulation, monitoring, and evaluation of justice-related cooperation programmes would be an added advantage, experience in institutional development, capacity-building, and empowerment interventions in particular in relation with justice sector stakeholders and vulnerable and disadvantaged communities and minorities, experience in managing EU-funded projects and knowledge of EU procedures in a decentralised context.
