The EU-Vietnam MUltilateral TRade Assistance Project, third phase (2008-2012), is a intergovernmental cooperation project between the EU and Vietnam. Its main objective is to assist Viet Nam administration, and specificaly the MOIT as the executing authority and implementing agency, to implement the SEDP and the Post-WTO Action Plan for sustained pro-poor economic growth through stronger integration into the global trading system.

1. Increased capacity of MOIT to coordination and implement WTO commitments;

2. Increased coordination of the MOIT with the private sector, training and research institutions to develop a coherent, social and environmental sustainable trade integration strategy;

3. Increased capacity of MOIT to effectively negotiate and coordination regional trade related arrangements such as AFTA, ASEAN plus dialogue partners and to engage in FTA negotiations with major trade partners;

4. Improved facilitation of trade in services through better coordination, statistics and better analytical capacity;

5. Strengthened capacity of the competition policy stakeholder to ensure consumer protection, a fair and level playing field for all businesses through the implementation of the new competition law.

 

The Multilateral Trade Policy Assistance Program is a project, launched in 1989:

  1. In the first phase, MUTRAP created basic prerequisites for the negotiation process prior to Vietnam's accession to the World Trade Organization (WTO).
  2. In the second phase (January 2005 - June 2008), MUTRAP helped Vietnam join WTO and implement its commitments with this organization. MUTRAP II helped Vietnam make use of the opportunities and deal with the challenges that faced Vietnam as a WTO member.
  3. In this phase, MUTRAP also helped improve the awareness of Vietnamese companies about WTO commitments as well as their marketing capability.
