
The policy of the European Union towards independent Ukraine is defined mainly through the framework of the PCA, signed in 1994 and fully in force since 1998. The Project Purpose is to support Ukraine in the implementation of the PCA provisions and EU - Ukraine Action Plan (AP), in particular in terms of operation of joint bodies established within the framework of the PCA, and improvements of the system of monitoring of the implementation of the PCA and the EU - Ukraine AP. The improved monitoring system will be used in the future for the implementation of the agreement which will replace the PCA (new enhanced agreement), promoting partnership relations between the EU and Ukraine.
- Development of operational, continuous and self-sustainable monitoring system of the PCA and of the EU - Ukraine AP, its dissemination among the Ukrainian authorities with further possibilities of application in the course of “new enhanced agreement” implementation. Relevant training for the Ukrainian authorities' staff. The project is equally contributing to the methodology on setting-up a performance oriented System within the framework of the EU Sector Budget Support within the ministry of Fuel and Energy.
- Support to the operation of Ukrainian parts of joint bodies established in the framework of the PCA (Cooperation Council, Cooperation Committees and Subcommittees) or similar Committees set up in the new enhanced agreement.
The Project started on the 15 th September, 2007 and will last till 31 st December, 2009.
Component 1: MonitoringComponent 2: Capacity Building
- Definition of Objectively Verifiable Indictors
- Design and put in place of a Monitoring System
- Preparation and implementation of a monitoring Work-plan
- Capacity building to use the monitoring system,
- Response to the special requests of the Ukrainian Partner for urgent translations and expert consultation/preparation of relevant analytical materials supporting activities of the Ukrainian parts of bilateral PCA bodies.
Component 3: Dissemination
- Dissemination of information related to monitoring and evaluation as applicable to the monitoring of the PCA, EU - Ukraine Action Plan and the new agreements reached between Ukraine and the EU.
