Support to the EU-Armenian Cooperation and implementation of CEPA in Armenia

Objectifs / Objectives

The overall objective of the project of which this contract will be a part is as follows: to support the formulation of enhanced development strategies and policies in Armenia, as well as the implementation of CEPA commitments.

The purposes of this contract are as follows:

·    The project would provide horizontal support to Armenia’s capacity for forward planning and strategic thinking, leading to a renewed approach in the design and implementation of development policies and CEPA commitments;

·     The project will promote strengthened analysis of development issues in Armenia, monitoring and evaluation, and incubation cycles.

(Key expert 1: Team leader

·       Graduate degree in development studies, economics, law, international relations, public administration other social sciences or equivalent 10 years of experience.

(Key expert 2: International Development/ EU assistance programming expert)

  • Graduate degree in development studies, economics, law, international relations, public administration other social sciences or equivalent 10 years of experience

Expérience professionelle générale / General professional experience

(Key expert 1: Team leader 

At least 8 (eight) years of general postgraduate professional experience with the processes of harmonisation of legislation in relation to Union taxation acquis, gained in an EU member state, candidate or potential candidate country

(Key expert 2: International Development/ EU assistance programming expert)

At least 5 but preferably 7 years of experience in development cooperation

Expérience professionelle spécifique / Specific professional experience

(Key expert 1: Team leader

  • At least 5 but preferably 7 years of experience of contributing to government strategies and reforms;
  • Experience as a team leader or a key expert in minimum 1 but preferably 2 technical assistance projects with a budget of not less than 1,500,000 EUR;
  • Experience in organisational change and evidence of negotiation;
  • Experience in coordination of donor activities;
  • Experience with supervising and coordinating published research and/ or strategic documents;
  • Management experience in an intercultural environment;
  • Fluency in English; Knowledge of Armenian or Russian would be an asset. 

(Key expert 2: International Development/ EU assistance programming expert)

  • At least 5 years of experience in programme or project planning techniques relevant for EU programming, including experience in preparing (framework) documents related to programming of EU assistance in IPA or European Neighbourhood Policy countries;
  • Experience in coordination of activities within governmental agencies or coordination of donor activities;

Experience in policy related research;

  • Fluency in English; Knowledge of Armenian or Russian would be an asset.

from March 2020 until February 2023

Date de début / Starting day

It is expected that the work will be performed during several missions in the period from March 2020 until Febrtuary 2023 at latest. However, exact starting date will be agreed at a later stage

Lieu de mission / place of assignment

The base of operation will be in Belgrade, Serbia and office facilities will be provided by the Project.
