Technical assistance to the establishment of the High Judicial Council and the High Prosecutorial Council

Description

The overall objective of this project is to continue supporting the Serbian government in its efforts to develop an independent judiciary in line with EU and Council of Europe standards and practices; especially to establish, implement and support transfer of responsibilities and mandates from the MoJ to the (reconstituted) High Judicial Council and the State Prosecutorial Council as well as provide support to the Strategy Implementation Council.   Specifically the project will:

• Provide expertise and needs assessments to the Strategy Implementation Commission responsible for implementation of the Reform Strategy and the associated Action Plan. 

• Establish, build and support the required organisational capacities and professional capabilities enabling the (reconstituted) High Judicial Council (HJC) and the State Prosecutorial Council (SPC) to execute their mandates according to the new judicial package legislation.

• Ensure broad support for the reform agenda among judges and prosecutors, other legal professionals (attorneys) and the general public through organisation of public debates.
