5 Senior Experts

Objectifs / Objectives

 The Hub will assist EC headquarters (HQ) services and EU Delegations worldwide in the implementation of the GAP III and the HRBA throughout EU external action. The Hub will also provide specialised support on implementing an intersectional approach, integrating the rights of persons with disabilities and addressing all intersecting forms of discrimination, including discrimination against LGBTIQ+ persons.

Qualification et compétences / Qualification & skills

Key expert 1: Team leader (Full-time: 220 days/year)
· Master’s Degree (or equivalent diploma) in a field related to human development, human
rights/law, gender equality or other directly related discipline. In its absence, the master
degree can be replaced by 5 years of professional experience in one or more of these
fields, in addition to the minimum general professional experience;
· Excellent command of English (C1/C2 level). Fluency in French or Spanish (at least B2
level) is an asset.
Key experts 2 and 3: Senior experts (Minimum 80% – part-time: 175 days/year each)
· Master’s Degree (or equivalent diploma) in a field related to human development, human
rights/law or other directly related discipline. In its absence, the master degree can be
replaced by 5 years of professional experience in one or more of these fields, in addition to
the minimum general professional experience;
· Good command of English (at least C1 level). Fluency in French or Spanish (at least at B2
level) is an asset.
Key expert 4: Senior expert (Minimum 70%-part time – 155 days/year)
· Master’s Degree (or equivalent diploma) in a field related to human development, human
rights/law or other directly related discipline. In its absence, the master degree can be
replaced by 5 years of professional experience in one or more of these fields, in addition to
the minimum general professional experience;
· Good command of English (at least C1 level). Fluency in French or Spanish (at least at B2
level) is an asset.
Key expert 5: Senior expert (Minimum 80% – part-time: 175 days/year)
· Master’s Degree (or equivalent diploma) in a field related to human development, human

Expérience professionelle générale / General professional experience

rights, gender equality, social policies and human development;
· At least 8 years of professional experience in development cooperation13;
· Professional experience dealing with EU development programmes, in particular in partner countries and external action policies.

Key experts 2 and 3: Senior experts (Minimum 80% – part-time: 175 days/year each)
· At least 12 years of professional experience in at least one of the following fields: human
rights, gender equality, social policies and human development;
· At least 3 years of professional experience in development cooperation;
· Professional experience dealing with EU development programmes, in particular in partner countries and external action policies.
Key expert 4: Senior expert (Minimum 70%-part time – 155 days/year)
· At least 12 years of professional experience in at least one of the following fields: human
rights, gender equality, social policies and human development;

Expérience professionelle spécifique / Specific professional experience

Key expert 1: Team leader (Full-time: 220 days/year)
· At least 5 years of professional experience on policies and practices mainstreaming gender equality and/or HRBA in development cooperation programmes;
· At least 5 years of professional experience in leading teams of experts.
Key experts 2 and 3: Senior experts (Minimum 80% – part-time: 175 days/year each)
· At least 5 years of professional experience in policies and practices mainstreaming gender equality, HRBA in development cooperation programmes across all policy areas.
Key expert 4: Senior expert (Minimum 70%-part time – 155 days/year)
· At least 6 years of professional experience working on the rights of persons with
disabilities and disability inclusion;
· Experience on programmes related to the application of the UN Convention of the rights of persons with disabilities.
Key expert 5: Senior expert (Minimum 80% – part-time: 175 days/year)
· At least 5 years of professional experience in policies and practices mainstreaming gender equality, HRBA in development cooperation programmes across all policy areas;
· Professional experience in coordinating reporting processes. Specific experience in
reporting on gender equality and human rights areas including familiarity with OECD DAC reporting standards, would be an asset;
· Professional experience in dealing with statistics. Specific experience in gender equality/human rights statistics/data would be an asset.
