Mid-Term Evaluation of the Regional Supporting Programme in the Sahel Region (Chad, Mali, Mauritania, Niger) “Increasing Maternal and Neonatal Health Care" in the Sahel Zone
The evaluation comes half-way of a four-year programme (2012-2016): “Increasing maternal and neonatal health care” implemented in four countries of the Sahel region, financed by AFD (French Development Agency)/ muskoka initiative, operated by the French Red Cross Society (budget of 7 000 000€). The programme is to reach the MDG 4 & 5 related to maternal and child health.
DMI (leader) has provided four health experts (international and local) to realise this mid-term evaluation aiming to:
(1) measure the progress made,
(2) assess the DAC criteria,
(3) evaluate project management, and
(4) assess the project coordination and monitoring , in order to provide recommendations regarding the second phase of the project.
In particular, the evaluation focused on the three main components:
Availability of quality health services;
Communities awareness raising and boosting demands ;Capacity building; of health professionals and Red Cross volunteers .
A SWOT analysis is to be provided with recommendations for the remaining period of the Sahel programm.
