Objectifs / Objectives

The purpose of this contract is to support the Government of Ethiopia in its efforts to reform the criminal justice system in Ethiopia through the provision of ongoing technical assistance, advice and support to key institutions involved in the reforms and to ensure increased access to justice for all.

Qualification et compétences / Qualification & skills

KE 1: Team leader / senior criminal justice reform expert (CIII. approx. 1,300 days)

  • Post-graduate degree in law.

KE 2: Senior prosecutions and policing expert (CIII. approx. 1,300 days)

  • Post-graduate degree in law, policing, human rights or related field.

Key expert 3: Financial management expert (CII. approx. 500 days)

  • Degree in accounting, financial management, auditing, economics or related field.

Key expert 4: Monitoring and evaluation (M&E) expert (CII. approx. 500 days)

  • Degree or diploma in statistics, M&E, research, project management or related field.
  • In the absence of a degree, at least 15 years’ experience in statistics, M&E, research, project management or related field

Expérience professionelle générale / General professional experience

KE 1: Team leader / senior criminal justice reform exper

  • At least 10 years’ experience in criminal justice / justice sector reform.
  • Experience in EC aid delivery methods and at least five years’ experience in implementation of EDF projects/programmes.
  • Minimum of three years’ experience as Team Leader in similar assignments.
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality documents.
  • Excellent oral and written communication skills in English.
  • Experience in sub-Saharan Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

 

KE 2: Senior prosecutions and policing expert

  • At least 10 years’ experience in criminal justice / justice sector / policing reform.
  • Experience in EC aid delivery methods and previous experience in implementation of EDF projects/programmes.
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality documents.
  • Excellent oral and written communication skills in English.
  • Experience in sub-Saharan Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

 

Key expert 3: Financial management expert

  • At least 8 years’ experience in EC aid delivery methods and previous experience in implementation of EDF projects/programmes.
  • Demonstrable experience with and understanding of the practical guide on contract procedures for European Union external action (PRAG).
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality financial reports and related documents.
  • Excellent oral and written communication skills in English.
  • Experience in sub-Saharan Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

 

Key expert 4: Monitoring and evaluation (M&E) expert  

  • At least 8 years’ experience in designing and implementing M&E systems and tools for donor-supported programmes.
  • Experience in EC aid delivery methods and previous experience in implementation of EDF projects/programmes will be an advantage.
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality documents.
  • Excellent oral and written communication skills in English.
  • Experience in sub-Saharan Africa is a requirement.
  • Specific experience in Ethiopia would be considered an advantage.

Expérience professionelle spécifique / Specific professional experience

KE 1: Team leader / senior criminal justice reform expert

  • Previous experience in the practice of law, as a judicial officer, prosecutor or as a senior member of a police or prison service is required. Specific experience in the aforementioned in Sub-Saharan Africa will be an advantage.
  • Practical experience in designing and delivering capacity development activities for members of the criminal justice system.
  • Demonstrated experience in identifying and designing development programmes with a gender and rights-based approach, notably in the field of governance, rule of law, access to justice and/or legal aid.
  • Demonstrable experience in strategic planning, project management, financial management, and monitoring and reporting.
  • Experience in legal research and/or drafting will be an advantage.

 

KE 2: Senior prosecutions and policing expert

  • Previous experience as a prosecutor or senior member of a police service is required. Specific experience in Sub-Saharan Africa will be an advantage.
  • Practical experience in designing and delivering capacity development activities for police and/or prosecutors.
  • Demonstrated experience in prosecution led criminal investigation.
  • Demonstrated experience in the use of forensic evidence in criminal investigation and prosecution.

Demonstrated experience in the gender and rights-based approach, notably in the field of governance, rule of law and justice.

Key expert 3: Financial management expert

  • Previous experience as a financial manager and/or procurement officer of EU funded projects or programmes is required.
  • Previous experience in projects or programmes focused on criminal justice sector / judicial / police / prison reform will be an advantage.
  • Demonstrable experience in financial management capacity development (training, on-the-job support, guidance, hand-holding etc.).

 

Key expert 4: Monitoring and evaluation (M&E) expert

  • Previous experience in M&E of criminal justice / justice sector / policing reform projects or programmes will be an advantage.
  • Demonstrable experience in M&E capacity development (training, on-the-job support, guidance, hand-holding etc.).
