Recruitment of the Technical Assistance for the Programme to Support the Implementation of the Association Agreement (P3A II)
The objective of P3A II is to support Algerian administration and all public institutions contributing to the implementation of the Association Agreement (AA) and the related Roadmap by providing them expertise, technical assistance and necessary tools to achieve the objectives and AA commitments.
The project aims to recruit a team of Technical Assistance Support (ATA) composed of five senior experts and ad-hoc experts.
The specific objectives of the project are (i) to support the management of the Programme Management Unit (PMU) P3A II, and (ii) to assist the Ministry of Finance in the reform process of public financial management.
The expected results are:
To assist the PMU in its role as decentralized contractual authority, for all the available instruments, including technical assistance, « Twinning » contracts, « TAIEX » missions and « SIGMA » missions;To assist the PMU in its role of coordination and « TAIEX » requests submission « TAIEX » to the relevant EC department in Brussels ;
To assist the PMU in following and monitoring twinning projects;To assist the PMU in preparing new twinning projects;To assist the PMU in implementing the existing working methodology for the tasks of the PMU ;
To assist the PMU in producing regular work plans and reports ;
To assist the PMU in maintaining and developing its communications network (website, P3A newsletter, press club);
To assist the PMU in initiatiating dissemination and coomunication activities to ensure that potential beneficiaries are familiar with the P3A instruments.
In the framework of the AA and the Roadmap, twinning projects and / or technical assistance will cover the following areas:
Energy, Agriculture, Fisheries;
Legal and regulatory framework for trade, customs cooperation, implementation of rules of origin necessary for the accumulation PanEuroMed;
Support for the liberalization of services;Upgrading internal market regulations, including legislation on competition, state aid, industrial standards, consumer protection, government procurement, intellectual and industrial property, the right of establishment and investment ;
Animation of economic operations provided in the AA;
Building strategic capacity, particularly with regard to the statistics system and support the development and analysis of policies in areas of the AA;
Support for the reform of public finance management.
