Objectifs / Objectives
The overall objectives of the project of which this contract will be a part are as follows:
- Faster social and institutional development and higher economic growth of the farming/food sector in the TCc
- Improved food safety, public and animal health and the protection of the environment in the northern part of Cyprus
- Reduced impact of potential exotic animal diseases (if introduced to the northern part of Cyprus).

Qualifications and skills
Key expert 1: Team Leader / Food policy expert (estim. 600 w/d)
- Education at least master’s degree or university postgraduate degree qualification in either veterinary, food science and technology or food process engineering.
- Specialisation in an area dealing with veterinary public health or food hygiene and food safety will be an asset.
- Fluent in English language and having worked in previous projects with English as the main communication language.
KE 2: Senior food safety expert (estim. 450 w/d)
- Education at least master’s degree or university postgraduate degree qualification in either veterinary or food science & technology.
- Specialisation in an area dealing with veterinary public health, food hygiene and food safety or food safety risk assessment.
- Fluent in English, oral and written.
- Command of written and spoken Turkish will be an asset.
KE 3: Animal health surveillance, animal health risk assessment and crisis preparedness expert (estim. 200 w/d)
- Education at least master’s or university postgraduate degree in veterinary medicine. A master or PhD in veterinary epidemiology will be an asset.
- Fluent in English language, having worked in previous projects with English as the main communication language.
- Command of written and spoken Turkish shall be considered as an asset.
General professional experience
Key expert 1: Team Leader / Food policy expert
- Ten years post-graduate experience in public administration, dealing with veterinary public health policy, including preparation of guidelines and procedures for the implementation of EU185 food hygiene and food safety standards.
- Ten years post-graduate experience in public administration dealing with planning and the implementation of ‘official’ controls186 to verify compliance by operators.
- Five years post-graduate experience in the capacity building on food hygiene and food safety standards.
KE 2: Senior food safety
- Ten years post-graduate experience in veterinary public health or food science and technology, including experience in drafting standards and procedures for the implementation of food hygiene and food safety standards along the food production chain.
- Ten years of post-graduate experience in planning and the implementation of ‘official’ controls, along the production of milk and milk products, according to the EU standards.
KE 3: Animal health surveillance, animal health risk assessment and crisis preparedness
- Ten years of post-graduate experience in public sector animal disease surveillance, control or eradication programmes.
- Five years post-graduate experience, in public services, dealing with emergency preparedness and contingency planning and response to transboundary/exotic animal disease.
- Five years of post-graduate experience, in public services, in developing operational procedures and engagement with private sector to improve early detection and/or biosecurity and/or implementation of disease control or elimination measures.
Specific professional experience
Key expert 1: Team Leader / Food policy expert
- Ten years post-graduate experience in drafting/preparing HACCP plans or implementation of food hygiene practice and HACCP based procedures in food establishments.
- Five years post-graduate experience in management of international projects on institutional strengthening and capacity building, which also included liaising with multiple beneficiaries and stakeholders.
- Experience in auditing of food control systems and audit report drafting will be an asset.
KE 2: Senior food safety
- Ten years post-graduate experience in drafting / preparing HACCP plans for dairy processing establishments.
- Five years post-graduate experience in food safety risk assessment.
- Experience in capacity building on the implementation of the EU food safety requirements in at least one technical assistance project – the project scope covering also trade/placing on the EU market of milk and milk products.
- Experience in establishing and/or implementation of “milk channelling schemes” (including procedure for channelling of milk from “compliant” farms to approved export establishments), and evaluation of the results of the ‘official’ controls will be an asset.
KE 3: Animal health surveillance, animal health risk assessment and crisis preparedness
- Five years of post-graduate experience in animal health risk assessment and modelling of disease vaccination strategies.
- Five years post-graduate experience in animal health data management and epidemiological data analysis.
- Experience in the implementation of the import risk assessment and drafting the report on the results of such assessment, shall be considered as an asset.
