The project involved assistance to the Ministry of Justice (MOJ) of the Russian Federation in the examination of non-custodial sentencing measures in collaboration with local authorities and NGO’s. The project involved a pilot project in Nijni Novogorod and an analysis of the various means used to reduce prison overpopulation in Russia through an assessment of the conditions of development of non-custody measures, especially community work. It also comprised a study of the various means to reduce the rate of provisional detention in Russia through the development of new security measures.
