Study for the formulation of a reference framework for the UEMOA competition policy

Description

The overall objective of the project of which this contract is part is to develop a UEMOA competition policy framework.
The specific objectives of this contract are
– to analyse existing mechanisms and institutional arrangements for the design and implementation of competition policies
– defining the basic principles of the Community’s competition policy
– identification of the guidelines for this policy;
– proposal for a reference document on the Community’s competition policy;
– proposal of an action plan to enhance coherence between competition policies at national and Community level on the one hand, and between Community competition policy and Community sectoral policies on the other.

The expected results of the study are
– the basic principles of competition policy have been identified
– the general rules organising competition in the Union have been clarified
– the guiding principles for the implementation of EU competition policy are defined;
– a timetable for the alignment of national frameworks with the regional framework is established;
– an analysis of the existing mechanisms and institutional arrangements for the design, implementation and monitoring of EC competition policy has been carried out;
– the broad lines of this policy have been defined and an action plan for its implementation is proposed;
– the priority areas for intervention have been targeted;
– Consistency is ensured between national competition policies and Community competition policy, and between Community competition policy and Community sectoral policies;
– a reference framework for the management of EC competition policy is developed
