Development and Introduction of a Common Framework of Competencies (Competencies Model), Testing Programmes For Assessing Competencies And Determining the Level of Commitment to the Values of the Civil Service for the Corps A and B Administrative Civil Service Positions of the Republic of Kazakhstan

During project implementation it is expected to complete the following tasks:
Comprehensive analysis of the currently prevailing legal and institutional framework in the Republic of Kazakhstan, related, directly and indirectly, with the use of a competencies approach in the civil service, vis-à-vis the current performance management practices in the administrative civil service; Development of the Common Framework (Model), including basic and differentiated competencies;
Development of testing programmes for assessing competencies and determining the level of commitment to the values of the civil service of the Republic of Kazakhstan ;Development and interpretation of the business processes connected with a competencies-based assessment for determining the level of commitment to the values of the civil service of the Republic of Kazakhstan;
Development and elaboration of regulations delineating and describing the business processes for evaluating competencies and determining the level of commitment to the values of the civil service of the Republic of Kazakhstan;
Development of competencies assessment algorithms for the development of the appropriate software application and its integration in the Beneficiary’s integrated information system “e-kyzmet” (hereinafter referred to as “IIS e-kyzmet”);
Provision of substantive assistance to the “IIS e-kyzmet” programming personnel in developing and implementing the software application for assessing competencies and determining the level of commitment to the values of the civil service of the Republic of Kazakhstan;
Provision of guidance and training to the Beneficiary’s designated representatives on how to use the Common Framework of Competencies system and in determining the values of the civil service of the Republic of Kazakhstan;Provision of a modified version of the proposed Common Framework of Competencies (Competencies Model), and the testing programmes for assessing competencies and determining the level of commitment to the values of the civil service of the Republic, by taking into account the Beneficiary’s remarks and suggestions;
Conduct an audit of the developed Common Framework of Competencies (Competencies Model) and the testing system implemented for the purpose.
