Joint Evaluation of the UN International Trade Centre, ITC/UNCTAD-WTO

Description

A joint evaluation, lead by Danida, of the global activities of the International Trade Centre (ITC), a joint subsidiary of the World Trade Organisation (WTO) and UNCTAD. The evaluation focused on : the role, achievements and shortcomings of the ITC in providing support to export promotion and trade development to developing and transition economies; the effectiveness of the ITC in developing export strategies and in supporting the capacity of trade promotion and trade support organizations in developing countries; andthe effectiveness of the ITC funding modalities, corporate structure and operating modalities. The evaluation developed performance indicators in order to:examine the quality of the ITC global activities to support trade promotion; benchmark the ITC against other donor funded activities to support trade development in developing and transition economies, and conduct country case studies of the impact of ITC programs to support trade promotion and export strategies in developing and transition economies.The evaluation aimed to develop lessons for the effective management of trade related technical assistance (TRTA) projects and programmes and strategies, and to develop trade development and trade support organizations in developing and transition economies. As ITC holds a worldwide mandate, the evaluation conducted several important country case studies (Burkina Faso, India, Tunisia, Moldova, Tanzania, Vietnam…) that were later developed as self standing country assessments, and horizontal studies including comparative assessment of country level intervention and global multicountry programmes, impact of new technologies, challenges and opportunities of South-south trade, etc
