Strengthening the Capacity of Government of Iraq to Reform and Manage Prisons and Juvenile Pre and Post Trial Detention Facilities in line with International Standards

The project’s purpose is to assist the Iraq Government in upgrading the country’s penitentiary system to comply to the international minima: Identification and contracting of a partner Iraqi organization; Recruitment of national and international experts on prison and juvenile justice focusing on pre and post trial detention and facilities ; Completion of an analysis of the legislative framework and institutional arrangements of the Iraqi prison and juvenile pre-post trial detention centres, including the impact of security trends on the efficacy of the legal framework and institutional arrangements, with recommendations for law/institutional reform and capacity strengthening; Completion an analysis of the characteristics and needs of the Iraqi prison and juvenile detention populations with special focus on the needs of vulnerable groups (women, young people and children in custody with their mothers); Completion of a training needs analysis to identify skill gaps and capacity strengthening priorities within the Iraqi prison and juvenile pre and post trial detention centres; Development of a strategy for strengthening linkages between the prison/juvenile pre and post trial detention centres and civil society organizations (CSOs) for the purpose of increasing transparency, respect for human rights, compliance with international standards on conditions of confinement, and access to services for prisoners, detained young people and children in custody with their mothers; Convening a focused workshop engaging all stakeholders to discuss and validate the assessment and analytical outputs; Development of an prison/juvenile pre and post trial detention centres implementation plan incorporating the recommendations from the analysis and the feedback from the workshop and including the following components; i) technical assistance/support for legislative/institutional reform; ii) measures to address the priority needs of prisoners, with particular though not exclusive attention to the needs of women, young people and children in custody with their mothers; iii) a training plan for prison and juvenile detention facility staff and administrators; and iv) a partnership between the prison/juvenile pre and post trial detention centres’ administration and specific correctional facilities and CSOs. Approval and adoption of the prison/juvenile detention reform implementation plan by the MoJ and MoLSA; and Implementation of the prison reform implementation plan.
