Support to Regional Development in Georgia – Review mission 3rd Tranche

Description

The global objective of the project of which this contract will be a part is to contribute to the implementation of the State Strategy for Regional Development of Georgia 2010-2017.
The purpose of this contract is to provide a detailed review of the implementation of the EU Sector Policy Support Programme (SPSP) – Support to Regional Development Reform in Georgia and provide consistent sets of conclusions and recommendations to be used by the Commission to make decisions on installment disbursement for the second tranche of the Programme (see also below table in section 7.1).
The Pre-Assessment Phase of the assignment will consist in tacking-stock of results achieved by Georgia’s Authorities with regards to the Programme applicable indicators and recommendations on actions to be undertaken if serious mismatch between objectives and achievements is observed. The Consultant will in particular list, analyse and gather, for each sub-indicator, relevant documentation and data already at hand with a view to substantiating the installment’s payment request.
The Core Phase of the assignment will consist in a full-fledge and detailed review of the implementation of the EU Sector Policy Support Programme (SPSP) – Support to Regional Development Reform in Georgia. As a result of this phase, the Consultant will provide the Contracting Authority with recommendations as regards the level of disbursement for this tranche. The final report will include as annexes a macroeconomic assessment and a public finance eligibility assessment.
The Post-Assessment Phase of the assignment will provide, if deemed necessary, a review of the results achieved by the Georgian side in meeting the Programme performance indicators since the completion of the Core phase.
