Final Evaluation for the EU-China Training Programme on Village Self-Governance, lot 7
This mission produced the final evaluation of a five year long EU-China Training Programme on Village Self Governance, a capacity building project with particular focus on economic development and good governance at all levels. Context: The evaluated Programme’s aim was threefold: improving the long term cooperation between the PRC and the EU, enhancing the understanding and observance of law by local beneficiaries in the village framework, promoting the development of village self governance.
Support to PCA implementation, phase II
The overall objective of the project is to improve the country’s capacities in drafting laws, amendments and implementing regulations as well as applying them and to strengthen the country’s capacities in identifying policy priority areas relevant to the PCA. It also seeks to improve the country’s foreign investment climate and to raise the country’s trade turnover, in particular with EU Member states.
Lot 5: Stocktaking Study on the Implications for Europe of China Demographic Changes
The principal objective of the study wass to undertake a comprehensive analysis of the literature on Asian demographic trend over the next thirty years and of the related studies which analyse the geopolitical implications and strategic consequences for Europe of changes in the demographic dynamics in Asia.
Lot 5: Monitoring and Assessing Implications of China’s Economic Rise for the EU and Assisting in the Updating and Articulation of the EU Agenda for the EU-China Relationship Part C Europe-China Academic Network for Studies
The EU and China have now some 20 dialogues going on and five sectoral agreements of major significance are operational. The EU finances a number of projects in China. The relationship is developing into what can be qualified as a “strategic partnership”. In a number of areas the EU and China have important common and/or mutual interests.

MTP III Manager’s Training Programme
The MTP program is a manager training programme that was developed to provide training to executives from Russia, Central Asia and Mongolia.
It was launched as the most extensive and comprehensive answer to the East-West business challenge, focusing in particular in bridging the business Education and Cultural gap.
Training of Judges in EC Law
Specific target of the project is the improved competence of judges, candidate judges, court consultants and prosecutors in implementing specific areas of EC law. The participants will be taught both theoretical aspects of EC law and relevant case law.
Institutional Strengthening for Tax and Customs Administration
The objective was to increase the level of stability and security of IT systems and to develop a Tax and Customs legal framework and administrative system that conforms fully to the legal and administrative requirements of the EU, ensuring the compatibility with the “acquis communautaire” and compatibility with EU requirements for information systems and exchange for tax and customs at the level of Member states.
Improvement of Fiscal Surveillance Procedure
There was two parts:

– ESA95 versus Lithuanian national budget comparison training;
– Budget forecasts training;

– Overall audit and analysis of the various accounts procedure and data flows aiming to provide ESA 95 presentation of the Lithuanian budget.
